Sixty percent of the people cooking, prepping, and washing dishes in this city were born in another country, according to the Mayor's Office of Immigrant Affairs, which also estimates that roughly one in five is undocumented. Food Services and Drinking Places is the industry that employs the largest number of foreign-born workers in New York, and the Center for Migration Studies counts food service as the city's single biggest employer of undocumented workers, at around 58,000. So when Albany writes the rules for how local police deal with Immigration and Customs Enforcement, it is writing rules for the people who feed the city.
