Corona, Queens. On Roosevelt Avenue under the 7, the carts and the folding tables run from morning into the dark, and most of the people working them do not hold the paper the city requires. That is not a character flaw. It is arithmetic. There are roughly 20,500 mobile food vendors in New York City and only about a quarter of them have the documents. In January the City Council finally voted to fix the math. Then it set the fix to arrive in stages, and the first one that touches most vendors lands in 2027.
