This week in NYC: what actually moves your money
The surcharge ban is not pending, it is law. The city rewrote the rule effective April 19, and the June inspection checklist names the three lines it is hunting: a five percent living wage fee, a twenty percent administrative charge, a fifteen percent mandatory gratuity.

The wage theft list updates every Labor Day. The Comptroller publishes employers found to have stolen wages. In food, the names it surfaces are chains and platforms, not corner shops.

The punch card changed owners. DoorDash paid 1.2 billion for the reservation book. Now it pays you credit for walking in, and that credit only spends on delivery.
The Argument
New York Banned The Surcharge In April. The Fee On Your Check Did Not Get The Memo.

A five percent living wage fee, a twenty percent administrative charge, a fifteen percent mandatory gratuity. Inspectors are hunting all three by name.
Kitchen appreciation fee. Wellness fee. A flat percent sitting directly above the tip line like a suggestion that already made itself. The placement is the strategy: a charge you would question on the way in becomes a charge you swallow on the way out. Here is what almost nobody at the table knows. Section 5-59 starts from a flat no, the exceptions are narrow and every one of them has to be disclosed before you order, and state law decides who the money belongs to once it exists. Two questions and one photo of the check is the whole move.

The Guide
Give Me The Region Or Give Me Nothing. Jackson Heights Settled This Years Ago.
Four London rooms have signed for New York and not one is selling Indian food. They are selling Punjabi, or Kolkata, or one kitchen's memory. Four streets in Queens and Brooklyn have done it for decades.

DoorDash paid 1.2 billion dollars for the reservation book. You earn credit at the walk-in counter, where the kitchen keeps the most of your check, and can only spend it on delivery, where it keeps the least.

The City Publishes The Names Of Employers That Stole Wages. Nobody Opens The File.
Closed cases, not allegations. Of at least 126 million dollars the state found was stolen, about 63 percent never reached a worker, and 95 businesses were repeat offenders in the same five years.

That is the week. If a charge turned up on your check that was not on the menu when you ordered, photograph it and send it back to us. We read every reply, and the ones you send become the reporting.
