
New York publishes a long list of things it does for small business. Grant programs. Permit assistance. Tax relief. Loan funds. Outreach offices in all five boroughs. The list is real. The question we put to 137 NYC owners was simpler: does any of it reach you.
The answer came back with almost no variation. 89% said that if their business closed tomorrow, no city, state, or nonprofit organization would notice or care. Not "maybe one would." Invisible. One owner used that exact word. 93% finished the survey classified as "Failed by the System." 74% said they do not feel heard in this city, not even close. Zero said they had ever had a smooth experience with a government program.
Zero is the number that matters. It is not a margin of error. It is not a few loud voices. 137 owners ran the grant portals, the permit help, the tax relief desks, and 100% rated the experience either "difficult, but I figured it out" or "a nightmare, or I gave up." A support system that produces zero good experiences across everyone who tried it does not have a funding problem. It has a delivery problem.
The owners described what the delivery problem actually looks like, and it is not a mystery. It is a maze.
One owner walked through the cost of forming an LLC and the state's publication requirement, which forced her to pay local newspapers to run a legal notice and put her home address in print. She called it a waste of money. A disabled veteran said he has a veteran-owned business and cannot find a single person to help him locate the grants that are supposedly built for him. Another owner described the city's own websites as confusing and horrible to navigate. A third said the hardest part of the job is figuring out which offers of "support" are real and which are just trying to take money from her.
The pattern underneath all of it: the help is not missing. It is unreachable. 70% of the 137 either got no meaningful help from a nonprofit or community organization, or never found where to look in the first place. Read that again. Most of the people the small business support sector exists to serve do not know the sector is there.
That is the part the nonprofit world should sit with. Just 7% said a nonprofit ever moved the needle for them. And that small group was also the only group that did not finish "Failed by the System." One real intervention was the single variable that changed the outcome. The infrastructure works when it actually touches someone. It just is not touching most of them.
Some owners are past the point of waiting for it to. One respondent answered the survey to tell us he is done with New York after nearly 50 years in business and has moved to Florida. The survey did not catch a stressed operator. It caught an exit. That is the version of this story that does not show up in a vacancy report until the storefront is already dark.
137 responses is not a focus group. It is a base. And the base is not split. Across different boroughs, different industries, and different stages, the owners gave back the same answer. When a survey this size has this little disagreement in it, the agreement is the finding. This is an ongoing read and we will keep collecting. The direction is not ambiguous.
The city calls what it offers "support," "resources," and "outreach." The 137 owners who tried to use it call it gatekeepers, loopholes, dead websites, and silence. One of them put it plainly: no help at all, I have to find everything on my own. Another said no one will give her a chance until she already has significant revenue, which is the exact opposite of what a support system is for.
These are not edge cases. This is the base of the city's food and retail economy. The candle makers and the caterers and the street vendors and the corner operators who fill the ground floors, sign the leases, hire the neighborhood, and pay the taxes. They are telling the city, in close to one voice, that they feel abandoned by the very programs built in their name.
The fix is not another program. It is making the programs that already exist reachable by the people they were written for. A grant nobody can find is not a grant. A permit process that requires a maze guide is a barrier with a friendly name. A website that defeats the owner is a closed door.
