In Midtown, on the blocks that ring Madison Square Garden, the Fourth of July weekend was supposed to be a payday. World Cup crowds. Holiday tourists. The kind of three-day rush a bar or a counter budgets its whole summer around. Instead, the businesses on West 31st Street spent the week watching barricades go up for a wedding they were not invited to, and doing the math on what it would cost them.
